Special Commendation” by the jury members The need for quantifying evaluation of the effectiveness of the activities of chemical enterprises in such areas as: health, safety and environment, occupational and social responsibility is reflected by Sustainable Development Goals (SDGs), which were approved by the UN in 2015. The practical tool for evaluating the performance of chemical enterprises is the data on collected in frame of the global voluntary Responsible Care® Program (RCP). But due to the voluntary reporting system, the collected datasets are huge while often heterogeneous, which makes it difficult to analyze the performance and evaluate the difference before and after the launch of the program. And as the object of project we presented the original approach which was developed to analyze the key performance indicators (KPIs) of chemical companies involved in the RCP, in order to investigate the efficiency of the program and provide suggestions for further application of the RCP. The aim of this project is to estimate how RCP help promote SDGs and as a result are to form a high-tech and competitive chemical industry and allied industries and motivation to increase professional competencies and productivity, introduce innovations and master global best practices. Base objectives of project are: 1) The development of heuristic approximation algorithm dealing with the data incompletion issue and algorithm for evaluating individual achievements of enterprises on the main aspects of the RCP implementation. 2) Discussion of the developed algorithms with the scientific community and as result, publication of several article in scientist journals. 3) Assessing the performance of the industries involved in the RCP and provide suggestions for the further improvement of the voluntary participation of industries in the frame of health, safety and environment and social responsibility and as result, creation the roadmap of development RCP in Russia 4) Involving industry in benchmarking and as a result, identifying leaders and forming an institution leadership. The tool of the benchmark is the assessment and comparison of companies according to a set of indicators that comprehensively characterize production activities, good faith, environmental and social responsibility. For the comparability of the results, the companies are divided according to the number of employees into four groups: large enterprises and holdings, medium and small enterprises, logistics companies and distributors. The benchmark has three successive stages: Stage 1 - “Safety Rating”; Stage 2 - “Care and Responsibility” - assessment based on indicators of social development of the enterprise; 3rd stage - audit of organizations by international experts (on a contractual basis). 5) Identifying the best practices of health leaders and presenting them in public 6) Creation and implementation of a roadmap for the development of a roadmap for the development of RCP in the Russian Federation. Summing up the result of project which we have now, we can draw several conclusions: 1. The methodology of the competition is positively evaluated different stakeholders (relevant ministries, enterprises, trade unions etc.). 2. Conceptually, the international approach is coordinated and harmonized with ICCA/CEFIC and is a national approach for the step-by-step implementation of the CEFIC approach - RC Evolution is a national leader, through RCP audit / verification with the participation of CEFIC experts and international experts - in parallel or sequentially participation in the CEFIC system. Representative offices in Russia of international consulting companies Deloitte and KPMG taken part in the development of the benchmark methodology and evaluation of the leaders. 3. The results of the project were presented to the working bodies of the CEFIC and received its approval. 4. The project results are used in the teaching of the student in Russian universities.
