The report raises a number of topical problems and offers an original explanation of their nature. This opens up new opportunities to overcome such problems in the context of globalization through cultural and civilizational policy of different states. In this context, special attention is paid to cultural and civilizational foundations of social systems. The author analyzes conditions, when differences in the cultural and civilizational development of various societies become detonators of social instability and “color revolutions”.
