This paper is devoted to the digital transformations and digital economy programs. In particular, we are considering programs for the transition to a digital economy in the Russian Federation. It is obvious that telecommunications represent the basis for digital transformations. The paper discusses the software development and mathematical modeling issues relating to the program of Digital Economy, in particular, "Digital Economy of the Russian Federation”. The main focus of our review is an information infrastructure. As examples of digital transformation, we are considering the largest information systems in the US. It seems to us that the lessons of their implementation are applicable to Russian problems. We discuss the movement from circuit switching to packet switching and some challenges of transformation. We consider information network interfaces (control points) and discuss Federal Enterprise Architecture, namely, e-Government. Particular attention is paid to issues of cybersecurity and to the issues of system modeling, which, in our opinion, are greatly underestimated
