Personal characteristics of a civil servant manifest in his work through the attitude to his work, the attitude to the citizens, through his civil position. Some of this characteristics can be detected by psychological testing or by indepth interviewing. The author argues that there some characteristics that might be sources of risks for the quality of Public Service
