Energy scan of A+A collisions from 3 to 20 AGeV is considered in UrQRMD and QGSM microscopic models. Comparison with RHIC experiments on anisotropic flow has been done. Development of directed flow is considered in dynamics and compared to that at freeze-out. It is found that the flow is developing slowly and reach the saturation at about t=10 fm/c. While at early freeze-out times the particles with largest v_1 are survived. At low energies of colliding nuclei the potentials change drastically the behaviour of hadronic directed flow.
