The idea of open access analyzes from the side of how is the public and Governmental structures are open to information, consultation and public participation in city governance. Such a newest technology for personal identification like electronic passports and mobile ID, electronic voting systems, paperless government and widespread free access to Internet considered as a mechanism for creating a favorable environment for public participation. This article considers cases of Tallinn and Moscow city governance in terms of openness associated with large-scale application of information technologies. Estonia is famous as users of the newest technology for personal identification: electronic passports and mobile ID, electronic voting systems, paperless government and widespread free access to Internet. For a last few years Moscow also joined the club of modern and well technology developed cities. All this sources considered as a mechanism for creating a favorable environment for public participation.
