The program of the formation of mathematical concepts in elementary school is discussed in the article. Development of mathematical language was the basis for the program. Implementation of this program allowed us to obtain high results on content knowledge, and to draw psychological conclusions regarding the principles of building courses and organizing activities based on the gradual formation of mental actions theory. Key words: the gradual formation of mental actions theory, propedeutic program, initial orientation, generalized schemes, ability to reduce action, combination of forms of action, symbolic function.
