Technospheric fires are one of the sources of economic, social and environmental risks of regional development. The severity of these risks varies in space and in time. Spatial dynamics repeatability of modern fires is determined by the joint influence of regional population number and the harsh conditions during the cold season. The importance of these factors may be different for urban and rural population for the same region. Comparison of the fire statistics of the late 19th and early 21st centuries shows: urbanization process led to the reduction of per capita number of fires, smoothing interseasonal differences in fire frequency and change of the seasons of maximum and minimum frequency of fires. The vast majority of fires both in the past and present times have reasons associated with social and political processes. In the 21st century they were responsible for 50 - 90%% of all fires in different regions. Some of them have deep social and cultural roots (carelessness, arson), which retained its significance for over 100 years.
