Russian factory inspection (1882-1918) was a state institution, that perform three main functions: labour legislation implementation, statistical observation, and mediation in conflicts and misunderstandings between employees and employers. Ivan Ivanovich Yanzhul (1846-1914), prominent Russian economist, professor of Moscow University (since 1876), and member of the Academy (since 1895), was a statesman with the name of which history of Russian factory inspection is mostly associated. In this paper formation and evolution of factory inspection are under consideration, which are examined in personal history perspective. Our approach gives a challenge to compare history of one of the most important institution in Russian industrialization in potentia and its history in facto.
