We study the global magnetospheric structure and its dynamics during quiet geomagnetic conditions. We determine the mean position of the outer radiation belt (ORB) boundary and inspect its daily dynamics near the Earths surface while discriminating between effects induced by internal and external factors. Our model is based on statistical analysis of electron flux measurements (E > 200 keV energies) onboard Coronas-Photon spacecraft during 2009/03-2009/11. It was obtained that the high-latitude ORB boundary is controlled by both geomagnetic and magnetospheric fields; at ionospheric level it rotates with the Earth but shifts to the night side due to magnetospheric currents.
