The idea of managing social processes at the global level is, in principle, not new. It has its own history, moreover, it is quite closely related to the processes of globalization. So, for example, before the Great Geographical Discoveries, such a problem could not exist in principle. People first thought about managing the global world only when they fully realized that they were living on the globe, and when they faced real problems of the same magnitude. All this gradually and gradually matured, but it is especially vividly manifested now, in modern conditions, when humanity, faced with threats of a global scale, is looking for ways to overcome them and trying to formulate worldview principles on the basis of which different peoples and states could act in concert. The situation has changed fundamentally since the middle of the twentieth century, when, due to the multifaceted process of globalization, all of humanity has already become a single social system. By this time, the world community has come to a stage of its development, beyond which only the spontaneously emerging regulation of international relations gives rise to such problems that really threaten the existence of all mankind. Hence, the consciously and purposefully structured management of this entire system becomes the imperative of the times, for the world of global relations without effective global governance is doomed to serious trials.
