Today business community – one of the most significant participants in political process of both national, and global scales. And It should be noted that extent of such influence of business structures has the increasing tendency, and the largest of them practically merge with government institutions. Presence at each large corporation or community of small business combinations of own interests induces them to active action in political arena. Developments of domestic business and the improvement of investment appeal both Russia accompanying it in general, and its certain regions demand change of the purposes and mechanisms of communication between commercial structures and public authorities. Mutual interest of the government, business community and public organizations in establishment of clear, stable system of the relations led to expansion of a strategic and tactical arsenal of communicative management in the sphere of government relations (GR).3 In the present article in disclosure of a concept of GR interaction the attention is focused on theoretical and the subject - object approaches to definition of the general in the sphere of business communication with public authorities. From aspect of idea of new model of GR communication and its active inclusion in the Russian political process, the author sees necessary a prerequisite to a conversation on formation and modernization of GR interaction in the context of the general social and economic transformations. As the central idea, in article the impossibility of providing tool technological modernization, without change of business climate, investment policy and formation of standard and legal base in the sphere of advance of private interests is noted.
