The report discusses the issues of state policy in Russia in the field of reducing carbon dioxide emissions under the new energy efficiency program to achieve carbon neutrality to 2060 by switching the thermal power industry to low-carbon fuels and expanding the use of renewable energy sources . By July 2023, 100 renewable energy facilities with a capacity of 4,219 MW (2.5% of the capacity of the entire energy system of the Russian Federation) were put into operation in Russia: solar power plants - 1,788 MW (70 objects), wind farms - 2,360 MW (25 objects), SHPP - 71 MW (5 objects). In the IPS of the South, SPPs and WPPs account for 12.5%. By the middle of 2023 according to our calculations, wind power facilities already provide a reduction in CO2 emissions by 3.95 million tons per year, and solar energy – 1.12 million tons per year. The regions of Russia were ranked by the level of decarbonization through the use of renewable energy facilities with the Stavropol Territory in the first line. The total capacity of renewable energy generation built under the RES Program in the period from 2014 to 2035 will approach 15 GW and according to our forecast will reduce annual CO2 emissions by 2035 in the amount of about 18 million tons. Government measures (support for domestic producers, the introduction of a system of green certificates and strict reporting on CO2 emissions) make it possible to overcome problems in renewable energy caused by the withdraw of foreign companies and increased sanctions pressure.
