The paper examines phenomenon of Communities of practice (CoP) as the basis for the dissemination of knowledge in public administration. CoP are defined as groups of people who share a concern or a passion for something they do and learn how to do it better as they interact regularly. The phenomenon of collaboration among different actors in a form of knowledge sharing inside one organization or between organizations is not new. Even in a competitive market economy, people continue to share information and experience for mutual benefit. However, this practice remained spontaneous until it was declared as one of the management tools, and researchers and practitioners began to study and improve it.
