Abstract: In this paper, the author explores the issue of repatriating Russian diaspora members back to their historical homeland after the disintegration of the Soviet Union in 1991. In order to study this issue, we analyzed Russian legislation governing migration to Russia and identified certain legal norms that grant special rights based on ethnicity or language. Throughout the paper, the author identifies three stages in relations with Russian compatriots abroad - refugees, immigrants, and repatriates - and presents a chronology of the development of each stage and its problematic aspects.
