The transition period of Russia economy restructuring and market economy implementation in Russia during the last 20 years came across with the significant worsening of environmental, economic situation, human well-being and social security. The present - day landscape interpretation methodology has been used for LUCC study. The negative land use/cover changes requests to evaluate human activity influence on environment and people well-being and to improve the municipal social policy. The research was accomplished for Lake Baikal region of the high world importance and UNESCO heritage. In the conditions of people activity limitation within the Baikal region with dense network of nature protected areas networks it is needed to develop the different ecologically and socially sounds practices of “green economy” which is considered as the way to sustainable development: energy efficiency, development of ecotourism infrastructure, producing of local healthy agricultural products, nature protection measures, green jobs development. The research allows to understand the linkage between environmental, economic and social factors of human security and to improve social responsibilities at country as well at municipal levels that help for sustainable development policy elaboration and implementation.
