- Аннотация: ow-carbon development is one of the most relevant issues in national strategies to achieve green growth and contribute to climate change mitigation. This study provides an analysis of low-carbon development options in the Volga Region. The methodical approach is based on calculation of the natural ecosystems carbon capacity and its comparison to the carbon intensity of the regional economy. The research has confirmed that the carbon balance between regional economy and natural ecosystems through the use of ecosystem services can be an effective tool of low-carbon economy
