Digital and Technological Modernization of the World’s Largest Oil and Gas Production Center in West SiberiaAcademician A. N. Dmitrievsky,* and N. A. Eremin,**Received October 18, 2023; revised January 22, 2024; accepted January 23, 2024Abstract—The results of digital and technological modernization of the oil and gas industry within the framework of the state program “Digital Economy 2017–2024” during the implementation of the measures proposed by research institutes of the Russian Academy of Sciences on the basis of the comprehensive scientific and technical program of the full innovation cycle, as well as the potential of exploratory and applied research to prepare a new state program “Data Economy” for the period up to the year 2030, are examined. The measures are a set of interrelated scientific, technical, and digital solutions and innovative technologies that ensures the achievement of goals and has been developed with the leading participation of the Institute of Oil and Gas Problems, Russian Academy of Sciences, and the Trofimuk Institute of Oil and Gas Geology and Geophysics, Russian Academy of Sciences, program “Digital and Technological Modernization of the World’s Largest Oil and Gas Production Center in West Siberia.” The main goal of the scientific research for the oil and gas economy of big geodata is the creation and implementation of digital modeling technologies;the development of ecosystems, computing platforms, and digital twins of oil and gas assets; and the transportation of hydrocarbons to existing and newly created petrochemical clusters in order to develop the domestic market for their complete processing into products with high added value and to strengthen the digital leadership of the Russian energy companies. The lack of high-performance computing systems is a key factor hindering the innovative development of the Russian oil and gas complex. The main oil and gas tasks that require the involvement of supercomputers with peta- and exaflop performance levels (1015 and 1018 floating point operations per second, respectively) include the tasks of managing the “digital ecosystem” of the World’s largest oil and gas production center in West Siberia and unique oil and gas fields in real time.The development of the digital ecosystem is proposed to be formed on the basis of platform solutions and comprehensive scientific and technical programs and projects of a full innovation cycle. The main problems in the sphere of creating the digital energy economy of big data have been identified: an acute shortage of personnel with digital competencies in the field of oil and gas production and specialists in opticalization, multisensorization, supercomputing, cybersecurity, and petrorobotics.Keywords: geology, development, oil, gas, hydrocarbons, digital economy, data economy, digital modernization, ecosystem, capital productivity, ecologyDOI: 10.1134/S1028334X24601020ISSN 1028-334X, Doklady Earth Sciences, 2024. © Pleiades Publishing, Ltd., 2024.The large-scale implementation of the CSTP technologies until 2030 will allow Russia to have a stableposition on the global markets of hydrocarbons, to lay the foundation for digital and technological leadership of domestic oil and gas companies, to guarantee an annual increase in reserves by at least 10%, to extend effective operation of unique and large oil and gas fields for decades, to create a stock of high-rate production wells, and to synchronize the processes of increasing the resource base of hydrocarbons with the development of the domestic market for deep conversion of raw hydrocarbons into higher-added-value products. The richest raw materials base and the developed digital infrastructure of the Russian oil and gas complex and the presence of scientific personnel and significant innovation potential in the Russian Academy of Sciences determine the need and urgency for the transition from the digitalization programs of the vertically integrated oil companies during the implementation of the state program “Digital Economy” in 2017‒2024 to big data programs of the vertically integrated oil companies under the state program “Data Economy” from 2025.FUNDINGThis scientific review was prepared under a State Assignment, state registration no.
